Apart from the tuner, an LCD monitor and LCD televisions are the same (with the same resolution and screen size). I saw on a Full HD 15 ", but not in a separate unit. Screen for less than 32" who cares?
Sony is highly respected for its video products. "It's hard to go wrong with them.
Not sure what you mean by vs 50Hz refresh rate of 100 Hz, but the screen must match the source, so it does not refresh flicker (CRT 60 Hz - 30 frames per second, seconds from the picture weaves x2).
